What is your opinion of a service wide NCO/PO/SNCO Evaluation report?

@SFC Christopher Harris presented some info for Army NCOER, what about a service wide one. A leader is a leader, and each service has a formthat covers all of thier MOS/Ratings, why not use 1 form for all services?

Honestly, I REALLY liked the USMC standard "FitRep." It was a simple and easy to understand form which highlighted what Marines thought was important. It keyed in on a dozen or so areas including basic metrics, but also gave the ability of "raters" or those in Supervisory or Managerial positions (aka Leadership) to provide specific input about performance.
It acted as not only an evaluation, but a yearly counselling statement from Sgt (E5) through BGen (O7). As it was individually based, but offered the ability to competitively rank, without too much need to "inflate" because there were clear delineating lines of what the standards were for each grade it was nice. You didn't have to worry about "all to one side issues" and a few "average" marks wouldn't kill your career (early on).

I would be opposed to one across all services, if I were to choose only one, it would be the USMC FitRep without a doubt.

No. The branches are each different. I you want both Air Force and Marine Corps, be a winger.
