What is the policy or guideline on minor dependent sexual assault reporting?

I need to know if there are any currently credentialed in the job SARCs or VAs on here (Army). I haven't done SARC or VA since 2014 and I'm at a joint unit so a little rusty. I know that when I did SHARP training in 2013 that we were told we could only help dependents 18+ and that minor dependents we couldn't help. All I can find for FAP is under child abuse but only if it's a parent, guardian or caregiver or someone in that role under direction of the parent. Are there resources on base for minor dependent sexual assault/abuse victims or not so much? It doesn't seem like there is a lot of recourse for them.
