What is the body fat calculation for a male with circumference value of 19.5 and height of 75.5"?

I'm looking through The Army Body Composition Program AR 600–9 dated 28 June 2013. On page 23 (see image attached), if a Soldier is taped with a circumference value of 19.5 and has a height of 75.5", per the regulation that Soldier has a 1% body fat! I understand that either way the Soldier passes H/W. I thought this was pretty funny. It's probably a typo.
