What is the appropriate amount of dwell time for someone who was on CONUS Title 10 orders in support of OIR for 14 months?

DODI 1235.12 covers dwell for both CONUS and OCONUS. 1:4 applies to both.

The only Dwell time that will apply for you is that you can not be involuntarily mobilized as an individual with less than 120 days notice or 1 year after your last MOB unless you waive your dwell. I did not waive my dwell and got orders starting 120 days after my notification and met my unit overseas.

120 Notification: Public Law 113-66, NDAA 2014, requires the Secretary of the Army may not provide less than 120 days advance notice of an involuntary mobilization to a member of a reserve component who is not assigned to a unit or who is to be mobilized apart from their unit without the approval in writing of the Secretary of Defense. This requirement will cease to be in effect upon completion of the withdrawal of U.S. combat forces from Afghanistan. At this time NDAA 2008, section 515, 30 day notification requirement will be reinstated.
Individual Soldier Dwell: DoDI 1235.12, Accessing the Reserve Components, 2010, states, "No individual with less that 12 months dwell shall be mobilized unless he or she has volunteered for the mobilization."

You will find that there is no reg for CONUS dwell time, because CONUS orders do not accrue dwell time, only OCO deployments and dependent restricted (unaccompanied) overseas PCS.
