What happens when a SSG(P) sequence number comes up but they are currently flagged?

Have a service member waiting on HRC to lift their flag from an investigation that was closed out but his sequence number came out for June. Will he be able to get orders once the flag is lifted?

When they are flagged for investigation, there is an accompanying flag for removal from the da select list. Once the investigation clears, the command team is required to send a memo recommending reinstatement or removal from the selection list. The service member will be boarded at the next stab. The board will decide either promote the service member, or remove them from the promotion list for good. After that the flag is lifted and the SM is promoted or removed.

They are in limbo. Think of it like being on perpetual hold until the flag is lifted. Nothing favorable can happen. Nothing. They retain their sequence number provided they were not demoted, it's just ghosting. If his flag is not lifted before the next notification then he would have to wait until the following month.
