What are the possible solutions for an inaccurate NCOER (senior rater comments and not qualified marking) prior to signing?

I have a Senior Rater who is fixed on writing negative comments in my NCOER and marking not qualified. The justification is one counseling during my rating period that is inaccurate as well. With counseling statements, anything can be written true, exaggerated or false; hence the disagree with rebuttal. I have not signed and spoke with Commander about it but our command team is new in this. What are some options to demand a fair eval prior to the entire appeals process after iperm?
