I have been in the direct commission process and posting questions on here for over a year now and have gotten insight and answers that have always been spot on. As for now I am at the "waiting around" point of my direct commission process. Here is some of the pertinant info:
MOS: 38G / 6D
DA Selected to the rank of CPT (MILPER has been released)
Scroll is done
Ch2 Physical, SEC Clearance, Live Scan, DD 368 all complete and being tracked by HRC.

I am now at the end of the process (see chart attached). My question is: What does the behind the sceenes process look like at HRC while I wait for a DA 61, DA71, and Offer letter? Which departments does it filter through? Is there a flow chart to give some insight? Any one gone through this? Any way to track it through IPPSA or other?

There might be a way to check your progress in IPPS-A.
The last step prior to you getting the offer and oath of office is your security clearance getting granted.
You can see your security clearance level in IPPS-A.

On that note, have you and everyone else you annotated on your SF-86 been interviewed for your clearance? If so, when?

You would have been interviewed first, then your listed references, then your packet would have been submitted to the CAF for adjudication. That adjudication could be complete 3-6 months after the last person was interviewed.
3-6 months on average, the CAF does process tens of thousands of clearances a year and there are busier times of the year.

SPC (Join to see) - The process at HRC of just wrapping up the paperwork notwithstanding, the last thing you really might be waiting on is a real budget, or at least the next Continuing Resolution (CR).

When we start the FY on a CR, (and we do every year) one of the patchwork fixes is to slow commissions.
Sometimes it's so bad ROTC grads will finish college in June and wait til 1 OCT to pin on (and get on the payroll, and spend more money on school).
You are going to the USAR, but everyone in your board, active and reserve will all require school reservation, and that costs money, and it's quite possible HRC was told to sit on this roster of DCs until Q2 (after 1 JAN).
