Now why would they send the NG to the Ukraine and not to Iraq? Are they intentionally restarting a cold war with Russia?

Depending on what you believe, the President is supportive of Iran, but does not appear to like Russia or Israel. Either because both are against a nuclear Iran, or because both have stronger leaders than we do is debatable.
