Unit leaders: Who takes up more of your time? Goofus or Gallant?

Remember the old comic strip from Highlights magazine that taught character? There was Goofus who was always selfish and causing trouble. There was Gallant who was always considerate and following rules. Thinking of the servicemembers you lead (or led), who consumed most of your time and effort: the Goofuses? Or the Gallants? Which kept you up at night?

The old saying 90% of your time is spent on 10% of your group (trouble makers) and only 10% of your time with 90% of the people who deserve your time.

I though it was 90% of your time is taken by the 10%, the other 90% get the other 90% of your time.

SCPO David Lockwood has the percentages right, but now we have added the "troubled" service members to the mix. By that I mean those that either self-identify or we discover has a valid problem, but that won't stay engaged in the process once we get them resources/help. It doesn't make them bad or trouble makers...it just eats up a lot of time that could be spent mentoring and training others.
