For all the Sailors out there. With the release for NAVADMIN 114/14 making changes to the way advancement is calculated do you think this will help the better qualified sailors and provide for a more balanced workforce of qualified and motivated senior petty officers.

It's a great, refreshing change that's necessary in today's Navy.
This change makes rating knowledge for E-5 and below more valuable on exams than promotion recommendations, while it does the reverse for Sailors up for First Class and Chief.
This is because junior Sailors need to learn and know their jobs when coming up through the ranks. Higher scores (more knowledge) is rewarded by more points on the exam. Conversely, better evaluations are more important on the test when a Sailor is aspiring to and/or reaches the LPO level. This puts more emphasis on leadership than technical ability. It aims to encourage leadership while still maintaining one's rating expertise.
I like it. After all, how many people have you seen promoted who could blow a test out of the water but were abysmal leaders? Nobody wants to work for those people. This change in exam structure is a small step in that direction.

I agree however I believe they need to put more emphesis on leadership on the E-5 Evals going for E6 as well. Someone can make a stellar E-5 and a crappy E-6.

Technical knowledge is always great, but should be rated in some form of leadership as CPO (Join to see) has stated. As with the Army, technical knowledge is great for a Warrant or FA Officer (and great leadership is was lead to this route). Without the leadership aspect, a promoted NCO will find themself potentially being unable to manage their own sections. It's just my Army view point and being a former NCO (E6).

I agree with Senior, I like the fact that the exam is rated more. When I started taking the exam and found out that the eval was worth more than the exam, it didn't make any sense to me.
