I can say I have seen this a bit here. The drive by down vote is something best left off here in a professional forum. Nonetheless, it can happen and does. Does it impact what you would like to say? Could the wrath of a drive by down voter be warranted?

I think RallyPoint should impose a response requirement to both upvotes and downvotes. I have seen many who deserve both, but no one who doesn't at least merit feedback of some sort. If you are going to vote down someone, why not contribute to the thread. It is easier to vote someone up and not respond because similar opinions would warrant a bunch of repetitive responses. But there are those on here who cruise around without partaking in discussion at all, but "thumbs-down" everyone they don't like in a counter-productive fashion.
