I enlisted in Army National Guard in June 2017 and was scheduled to go to BCT in October 2017. But due to the new policy that recruits, who isn’t an American citizen, needs to get complete background investigation before going to BCT, my ship date was canceled.
I’ve been to drills and get paid and received LES and W2 for 21 months, until finally make it to BCT.
However, I got severely injured and couldn’t finish the training and now I’m in MEB processing for disability.
I’ve been in service for 34 months now, 21 with Guard and 13 on active duty order (IADT).
I enlisted as E3/PFC and have been in this rank for 34 months.
With the condition that I couldn’t finish BCT, am I still eligible to be promoted to E4/SPC?
If yes, who will be the one promoting me, my current commander (Active duty) or the National Guard unit?

Did you join under the MAVNI program? But, after reviewing AR 600-8-19 (Enlisted Promotions and Reductions), you are not eligible for promotion to SPC because you didn't complete BCT, you are not MOS qualified, you are on IADT orders, and pending MEB separation.

MSG (Join to see) would be your best bet for an answer, but in all likelihood, no, you would not be eligible for promotion to SPC due to the fact that you are not a BCT graduate and you do not hold an MOS. You are basically on their books until your MEB is complete. They are unlikely to promote you because that would affect their MTOE and availability to promote other individuals. I honestly don’t understand why they are still having you drill if you don’t even have an MOS....
