It is a constitutional requirement. An uneasy one to be sure, but it is in there.

I am very weary of these State Forces. We have guards. These militias don't have a common standard across the board and seldom try in anything less than support operations. NC doesn't have a State Militia. It was banned a while back. Someone made a state militia association but that really isn't anything that the state controls. I just don't like armed groups that have poor, if any, training. A lot of the time you attract the wrong crowd into this. I had a soldier I served with do this stuff. He was crazy as Stuff. He was also a stolen valor. He said he was a ranger. Never was. He was down at the bundy ranch. People like him go into these groups and often go unopposed.

1LT Rosa, yes, we have seen some real cartoon characters in some "militias". We do need a common core/standard for them if the militia concept is to be supported. In fact, "well regulated" militia does appear in early texts....

I am a big proponent of bringing back volunteer militia units so long as they operate within the rule of law. Several states have state defense forces but they are a defense force in name only. Usually they are little more than free labor to augment the guard and suffer from recruitment and retention problems. This can be addressed by making them an armed force but there would need to be some controls in place.
