Should higher ups be able to dictate the details for one's Promotion / Reenlistment ceremony?

I have seen and heard about higher ups dictating where, when, who and how some of these ceremonies will happen. I have always been of the mindset that those ceremonies are about the SM, and the SM should be making those decisions. What is your opinion? Should the SM have their wishes respected?

Just to clarify I was voting yes to the question in the statement not the overarching question at the top. Soldier's wishes should be granted.

Nice to have input, as it is your day, however, units should have a custom and tradition.

it is up to the Soldier where, who and when.
