Should DOD change how allotments are set up?

SPC (Join to see), I didn't know this was happening, but I think I can understand the reasoning that went into a decision like this. Since direct deposit is mandatory (or darned near it, if not mandatory), personnel can make car payments, rent payments, and many other payments with an automatic transfer from the bank where they receive their pay. I'm guessing that's at least part of the thinking behind the change.
