Regarding Saved Pay and Allowances, if W01 base pay is higher but BAH is less, does Save Pay give you the W01 base with your prior BAH?

The actual information, I just wasn't sure on the wording for the answer.
Saved_Pay_and_Allowances_39_014_07
For appointments accepted on or after January 6, 2006, the military payroll system shall use the following pay
and allowances when computing Saved Pay and Allowances if the officer continues to perform the duty that
creates the entitlement to, or eligibility for, that pay and would otherwise be eligible to receive that pay in the
former grade:
1. Incentive Pay for Hazardous Duty
2. Submarine Duty Incentive Pay
3. Special Pay for Diving Duty
4. Hardship Duty Pay
5. Career Sea Pay
6. Weapons of Mass Destruction Civil Support Team
7. Assignment Incentive Pay
8. Special pay for duty subject to hostile fire or imminent danger
9. Special pay or bonus for an extension of duty at a designated overseas location
10. Foreign Language Proficiency Pay
11. Critical Skill Retention Bonus
12. Basic Allowance for Housing (BAH) if the member is not assigned government quarters
13. Family Housing Allowance (FHA) may be continued as an item of saved pay under the same conditions as
Basic Allowance for Housing

The LTC is right. You only keep the highest pay. BAH included. I had a LTC become a Warrant in my WOBC, and he was paid as an O5, BAH and incentives included. On his CAC, Rank is WO1, PAY GRADE O5. Rarely seen, but it is in the regs.

SGM Steve Wettstein IOT stay in longer. He wasn't able to promote to O6 in the AL NG.

It seems to me it would be higher of whichever grade's BAH+BAS+Base pay was higher for enlisted to WO or CO. I'm not sure about a commissioned officer who takes a warrant, his retirement pay would probably be higher, but on page 1-21 of DoD 7MR it specifically states that no member (with one exception) will receive pay for one grade and allowances for another.
