No military officer may do so. The only person who has the authority, besides the President, is the Secretary of Defense, as defined in 10 U.S. Code § 113, and whose authority vested in the position by The National Security Act of 1947 and amended by the National Security Act of 1949.

I have never ever been a Sailor nor have I ever claimed to be one. I have also never claimed to fully understand a lot of things in the Navy since, again, I'm NOT a Sailor. There are many things that I can understand not only because I am a service-member but also because I read and do my own research. YOUR words insinuate that "landlubbers" aren't capable of understanding Naval concepts. "I realize this thought and fact is difficult to accept for most landlubbers - but being a sailor is much, much more than just sailing the seas, pulling into exotic ports and enjoying the sights." As I stated, there are many things WE do understand and there are things we DON'T understand. For example, I understand the basic concepts of launching and landing from an aircraft carrier but I will never understand the fully in depth operations since I am NOT a Sailor. Can I read about it? Yes, of course but I still will never be able to fully experience and thus understand the operation. By that same token, I DO understand there is more stress and responsibility involved with Naval vessels, and yes I know a Naval CO CAN be relieved of command much easier than an Army, AF or Marine CO.

I could read about the M-249 SAW til I was orange, quote the specifics of the weapon by rote - but it wasn't until I fired one in anger that I truely understood.

While it's not your fault you don't understand a sailors world - I would encourage you to take up any opportunity given to take one of the "tiger cruises" onboard one of the Navy's ships if ever offered by a good friend or family.

As for the rest of the discussion - I encourage you to continue to read. You're very intelligent and well spoken, even when disgruntled.

Being able to fire an M249 is much different than being a Shooter on an aircraft carrier. The former is much much easier to accomplish than the latter which is a technical job. It's not that I couldn't learn but I specifically chose MY job in the Army just as everyone else chose their job in their respective service. Some are much more technical and intricate than others. All require a certain degree of training in order to accomplish. Do you know how to operate the PBUSE or SAMS-E systems let alone know anything about them? You probably don't know because it's not YOUR job to know. It is mine though. I can go one further. Do you know how to operate an M1A1 Abrams tank? I would bet probably not. I sure don't because again it's NOT my job. I have ridden in one though in order to get it moved in one of my previous units. Nevertheless, I trust and respect the Armor guys for knowing their jobs just as I acknowledge and respect everyone else in the military for THEIR jobs. Demeaning others because they "just don't understand" is ridiculous, insulting and patronizing.

My question still stands. Yes, I know of Title 10. I do my own research and have many many documents saved to include all three parts of Title 10. I went back and perused through the Naval section and found nothing of the sort what you indicated above. Granted, it's possible I may have over read something but I'm sure I didn't.

Actually...for the record....I had to learn a little about the SAMS-E when I was a contractor in Iraq 2003 to 2010 timeframe. Interesting system - much more capability than what we had onboard my last 3 ships. I was able to not only enter in / update maintenance actions but also order parts and find them! Totally awesome!
