Question why does some school charge VA sponsored programs more than they do a TA sponsored program?

I wrote this letter because of the inconsistency of the cost for civilians verses active duty military and Veterans Sponsorship Programs.

A University is charging VA sponsored programs more than civilian and or a government sponsored program.

As a regular college student the cost for a semester is $250 a semester hour and for the Army Sponsored TA the cost is $250 a semester hour. However, the VA cost is much more per semester hour.
