Should soldiers and NCOs alike be out in Promotions boards in which the members are in the soldiers MOS?

Should the questions for support elements be more oriented towards the MOS and have primary, secondary weapons, First Aid and convoy procedures more loosely emphasized?

Should soldiers and NCOs have to go through a Common tasks drill, plus questions to be recommended for promotion?

I have seen Sergeants that had never rode in HMMWVs before. Sergeants that didn't know how to conduct radio communication properly. Sergeants that couldn't PMCS vehicles. Sergeants that couldn't put together a New style ruck, or IOTV. And my pet peeve- Sergeants that thought their title was spelled "Sargent."

More input?

We used to have a MOS knowledge test (e.g. SQT {Skill Qualification Test} and then replaced by the SDT {Self Development Test|) which contributed to your promotion points.

There has been some discussions over the last couple years about bringing one of these tests (SQT or SDT) back, or something very similar.  Basic knowledge is discussed at many of the boards, but the requirement is basically a question/answer format as opposed to a hands on type competitive board (e.g. Soldier of the month/NCO of the month competitions).
