Promotion and bonus delayed 1 yr due to wait for security clearance. Better to reclass to MOS that does not need one to get promoted?

I reenlisted in Army Reserves in November 2016 after a long break in service. I wanted to ACASP as a 68W but there were no slots so I chose my old MOS of 31B. My old clearance had expired. At recruiting office an SF86 was submitted and at MEPS I met with the Security Investigator. I was in my unit for a few months and was told to fill out another SF86 and get fingerprinted for my clearance. I put in a promotion packet in June and told I was on PPRL in September. In December I was told that since my paperwork was lost and to fill out another SF86 and get printed again. I have heard horror stories of clearances taking 2-4 years. This not only hold up promotions but my $6K enlistment bonus. Is it posssible, and would it be better, to reclass to 68W or another MOS that does not require a clearance, or can I even do that at this point? At this point I don't care about the bonus but being in the same rank for 10 years at almost 50 years old is hindering my motivation. Thank you in advance for any replies/help.

I can't speak to the reclassing part, but I can tell you my security clearance took 8 solid months to come back last year. YMMV.

Thank you sir. I don’t know why that is the case since new soldiers enlist, go to basic and AIT, and within s few drills they receive their clearances.
