So, I have always known it to be that PDA while in uniform was off limits / against regulations, with a few exceptions (deployment / redeployment ceremonies).  IOT Maintain a professional appearance and standard, I feel that while in uniform, we should restrict ourselves from PDA.  However, I am unaware of any Army Regulation on the subject...does anyone know if there is one?  And if not, what are your thoughts on it?
