The Texas state law is that seventeen is the age of consent, so a 16-year-old could not give consent. She could marry the PV2 with her parent's permission, since she's older than fourteen.

Chief Montgomery is accurate about her being able to marry in Texas as long as HER parents sign a consent form with the county clerk in order to issue a valid marriage license. UCMJ doesn't have any restrictions that would otherwise preclude the state law being applied.

To the best of my knowledge it's 18 no matter what. The states age of consent doesn't matter.

This is my conundrum... this (again) is what I have been tracking for years. That regardless of the state laws, UCMJ still requires her to be... ?. I think the PV2 in question is robbin the craddle per se'

I would run the question through the base JAG office for the definitive answer. I would even try to get a Memorandum for Record or email answer, just in case there is someone down the road that causes trouble. That being said, all my friends in JAG tend to err on the side of caution.
