The President wants the whole budget in one bill again, to maximize leverage. He doesn't want to play chicken with Congress with only domestic spending on the table.
I think Congress should call the bluff and attempt an override. Better yet, send the war funding as a separate measure and have POTUS explain why he is defunding his own operations. At the same time, Congress should pass the other 13 appropriations bills separately and through committee, and scrub all of the fluff that has been crammed into the omnibus for eight years out of them. Then we'll see what happens.
