No matter how the NCOER is changed. Until NCOs are rated on merit the result will be the same. How many times have raters been told to rewrite NCOERs because someone says you can't do that to someone's career. You didn't do it, they did it to themselves by lack of purpose and effort.

You can change the layout of the NCOER every day of the week. You will always have someone complain about the changes.

I have seen NCO's do their own NCOER, some will say it is their career, so they do it themselves. for what ever reason, it devalues the purpose of the form. It is ones evaluation of another.

I can understand if asked what do I do or have done outside of the Military, being in the Army Reserve, I can understand that. But, for me to evaluate my performance during Military duty, I leave that up to my rater.
If I did the raters job, who is doing mine
I could care less about getting a 1-1
As long as you know you have done your best, let the cards fall as they do
Just do your job
The ones that don't will gone any way

Just like the one in place if those who use it can not use the tool as intended we may have some of the same issues. The Raters and above need to be accurate and fact base.

Yes, some leaders try to bend the rules to look out for their troops. Yes inflation is a huge issue and not facts is a problem. The Marine Corps is not alone.
