Is there anything in a regulation that states you can not laminate a military drivers license?

6–7. Strikeovers, erasures, and alterations
Strikeovers, erasures, use of correction fluid or tape, obscuring, or otherwise making an OF 346 or DA Form 5984–E entry illegible are not permitted. Commanders may authorize lamination of the OF 346 or DA Form 5984–E, but other
alterations will void the permit. If OF 346, parts 1 and 2 are separated, the permit is still valid as long as both parts are available and have the same card number. Entries will be substantiated by the individual’s DA Form 348 before authentication and issue.

That would mean getting an entirely new license every time you tested up on a different vehicle
