Is there an instruction (DOD, OPNAV, BUMED, ect) that states the leave policy regarding dual military taking leave when a child is sick?

I understand that most DH's and Directors are understanding with special library and leave however I'm looking for what is in writng regarding taking leave vs special liberty when my kid is sick and has to be home. Any assistance will be appreciated. Thank you.
