Is the new order of merit (OML) for NCOES that puts priority fill on "promotables" before promoted NCOs fair?

I know a SSG who needs ALC to keep his rank. His ATRRS reservation was canceled and given to a SGT (P) IAW new OML guidelines that puts priority fills on promotable NCOs with high promotion points.

I can't really say yes or no because every situation is unique. Maybe that SSG couldn't go because they are constantly deploying, or they are recovering from an injury. It's hard to say. There should be a neutral or I don't agree or disagree button :)

I was slotted for IN ALC almost immediately after the changes happened. Now I have to defer the course because I'm in the middle of re-classing and can't attend that school. I sure hope someone didn't loose their slot to me because of these rules. Someone else could definitely use that slot and secure their future. I'd like to free it up but the Infantry people at HRC are nearly impossible to get on the phone!
