Is it time for base/unit Commanders to over ride the disarmed base rule?

Since Federal law can be ignored to create "sanctuary cities" and states can refuse to adopt or incorporate federal laws/guidelines, has the time arrived for base/unit Commanders to notify all their personnel that there will be NO repercussions legal or otherwise for carrying either openly or concealed of a military issue or personal sidearm?
