Long story short I got a DUI at ALC 6 years ago and then I was subsequently dropped. I received a GOMOR from my unit. I was a SGT at the time and I have since promoted to SSG and had my GOMOR transferred. Is it possible to have it removed or put in my restricted file?

No.
Letters of reprimand, censure or admonition, and Article 15s can be moved to your restricted file.
AERs and OER/NCOERs are an accounting of your rated time and cannot be moved to your restricted file.
On a centralized board, what that 1059 says will be weighed against what your 1059s for completing ALC and SLC say, and more importantly what your senior raters have said about you for the last 5 years.

Have you contacted your local legal office? They should be able to answer your questions.
