Is attending WOCS from OCONUS a PCS or TDY and return? WOBC will be technical not flight. What is the best course of action for family ?

TDY and Return, WOBC will be TDY en route

For technical, it will be TDY more than likely.

However, best course of action is to reach out to the school house for guidance and more info, especially in your unique situation
