I would be interested to know where to get started with a complaint. Are we allowed to complain on someone's behalf? Is it worth it, will anything come from it?

Issue:

Over the last year since we gained a new Senior Enlisted Leader. Since gaining this SEL, more than one sailor has been targeted for minuscule things to which it has been over looked on others.

One instance lasted for about 9 months unil the sailor was given a NJP ABOUT 3 months ago. This was due to an accusation of smoking in the barracks room (Whether they did or not, I am unaware). Spent 30 days restricted and returned to work in a new area.

Two months returning to work sailor was 9 minutes late to a duty muster. The person informed the sailor they would recieve a counseling chit. It did not happen immediately, but when it did, the SEL was there. According to two people who were inside the room besides the sailor, the session lasted approximately one hour. During the hour 5 minutes were spent going over the digression while the other 55 were spent berating the sailor. According to sources inside the session, it was an "I hate you and get out of my Navy" speech.

This is one incident among many. One particular incident involved a sailor acquiring counsel to prevent punishment.

The SEL has been vocal about dislike towards certain people while speaking to peers in open areas creating what many describe as a toxic climate.

Given the commands past 18 months and more than one suicide, I cannot stand fast and watch a once motivated and decent sailor go through this maltreatment.

Given that I do not know all the circumstances, I do not know what to do.

Many people mention filing an EO complaint on a daily basis. However, I believe they are fearful due to the contact for an EO complaint being said SEL...

What's the nature of your problem, SN (Join to see)? If it's an EO problem, you have options -- restricted or unrestricted reporting. As regards reporting on someone's behalf ... If that person can complain themselves, that would obviously be best. You could report something you know about, but if it concerns your friend, chances are the "investigators" will want to talk to the friend.

Well the first part of your question is pretty easy to answer, as it is a requirement that every facility and/or unit have the IG and EO's contact information posted. If your facility or unit does not a simple google or yahoo search should get you what you need. For the IG any member military, their family members, former Soldiers or DA Civilians can file a complaint on miconduct of Soldiers in the rank of COL's and below. They may investigate GO's but it must be directed. EO is a little more specific as the complaint must meet the spicific perimeters to be considered a valid EO complaint. But that shouldn't stop you from perusing the issue with them. If you have a valid issue and they are not able to assist I am sure they will point you the right direction. Now is it worth it and will anything come of it. Well if you have a valid complaint that cannot get handled by your local command then the answer to both questions is yes. When you file a complaint you are protected from reprisal, unless you choose to do something crazy like lie or make false statements. And yes something will happen. The what on that depends on the circumstances of your situation and the findings of the investigation. Neither the IG or the EO are in place to take action on their own, they are there to advise the leadership or command teams of their findings and make recommendations of cources of action available. It is up the the military leadership to take appropriate action. Hope this helps a bit.
