I’m promotable to Captain and I just transferred to USAR from NG. How does the process work?

You need to board first. Which in the reserves its usually once a year. Based on your 1LT DOR and the last board according to the MILPER in Zone : 1 Sep 17 thru 31 Aug 18.
You are looking at next year ~May for your board, with results around august.
If you look at my profile I am sitting around the same timeline CPT (Join to see) had although I am guessing I will get the results a bit quicker since last year Covid slow down the results.
My board finished April 21 , still waiting on my results.

CPT (Join to see) - Per the regulations, yes, but in the USAR I understand that in order for a vacancy promotion to be posted the Command that owns it has to post it and then advertise to the greater USAR across the board the position is open. Then it's a free for all for anyone potentially interested in it based on the qualifications the vacancy required.
It's the most unbiased process possible. So it's nearly impossible to just walk up to a unit commander and ask to be promoted into a position with a vacancy without being put at risk to open competition for said vacancy.

Since you are transferring into the National Guard, you need to talk to the state NG G-1 department just so they know you are coming into the Guard and you want to be slotted into a Captain slot.

CPT (Join to see) - Speaking of which, try and make sure you get put in a CPT slot. That way:
1) When your command validates your non flagged status, and are sitting in a primary CPT vacancy that is not double slotted (that's important too) you don't have to hunt around for said slot and waist time.
2) More importantly, if you are already sitting in a primary vacancy all by yourself without other CPT's then when you are issued orders (which are 1-2 months after the DOR) you can get back pay based on your DOR. If you were sitting in a LT slot, then moved, then you wouldn't get that back pay.

You will need to be boarded (which likely just passed).
While TIG is 2 years per the reg the USAR has been boarding for CPT between 3-4 years 1LT time. So if you are a 2 year 1LT don't get your hopes up it will this FY.
Now, if you are past 4 years 1LT time then there is a possibility your chain of command can push through a promotion (I've seen it happen to 1LT's that somehow slipped through the cracks).
Otherwise.............. if all things are in place you should get an e-mail notifying you of the up coming promotion board. A Board File will open up on your HRC profile page, and from there you up load your supporting documents to the portal. The board file is broken out into five sections for document upload. All of which should technically be sitting in your iPerm's.
1) Commendations - This is all your awards. If it's on your DA photo ribbon rack it better be in here.
2) DA Photo - this requirement is probably removed (it was removed for me just as I got it done).
3) Education and Training - This is your college degree and professional certifications
4) Performance - This is your OER's and all DA1059's.
5) Record Brief - This is your signed and validated ORB.
Now......... In reference to #5. All items 1-4 are summarized on your ORB. So............ through your S1 make sure all your supporting documents in 1-4 are in iPerm's and then make sure your ORB reflects the entirety of documents you have iPerm'd.
Get all that uploaded and sign off on your Board File and then stand by and wait.

2020-FEB board file is opened up for me to upload documents
2020-APR board file closes for review (that's it, if it's not in there it wont be considered).

Then that gets submitted and FINALLY!!!!!!!!!!!!! I get orders for CPT with a DOR of 2020-SEP-28

SPC(P) Daniel Weinberger - The military and government institutions are the most qualitative in terms of promotions and hiring practices there are in the United States of America. One is not going to find a more unbiased employer. Regulations and federal law enforce it. If one checks the boxes one will get hired, if one checks the boxes one will get promoted. If someone gets promoted over someone else there is going to be a quantifiable reason for the decision besides how one looks. Because a fat slob in a DA Photo that is not flagged is still higher in the decision chain than someone easy on the eyes who has a flag action or a few less points or schools on their board packet.
Plus.......... the selection board is probably going to be diversified for the sake of covering the military's collective asses.
PVT's can run an officer or a general into the ground? One just has to know the regs and toe the line, and keep pushing, and then go congressional. Those options are not there with any civilian employer. At best, if the complaints are not flat out criminal then they can only hope for some sort of civil settlement.
Now, while in BOLQ, I did have an African American classmate named Tiffany. She herself said her parents named her that because they wanted her to be able to get a job. Around the same time this happened a female at Stanford University was rapped by the rich white kid on the swim team who got off easy by the judge. So it was a topic to discuss in class regarding SHARP. I openly said to the so the class could hear it, "Thank got she wasn't a minority". GASPS from the instructor? I have the luxury of living in the county that happened, and second, I was exactly right because the place would be burning to the ground were that the case.
Further, as an old white man I have the luxury of ranting from a Reinforced Combat Position of Political Correct Wokeness being the stay at home dad to mixed race kids I fathered. My spouse is the woman every extreme liberal wants a woman to be, and I'm in a subordinate domestic position all white men should be forced to acquiesce according to the woke movement.
Next time you see an ate up Sr. soldier and wonder how they got promoted, remember, it's because they can game the board packet system far better than others.
I do understand if one retreats to woke explanations as the foundation of their lack of success in life they are yielding the limit of their success to the whims of others.

Congratulations on your promotion. And outstanding points to the OPs question. Slot designation is not really considered when climbing, and it should be.
