So, this question was asked recently when trying to find an answer to justify more funding for a mounted color guard and I am doing my due diligence to research how would be the best way to answer it that doesn't involve the phrase "recruiting".
If you were in a special public affairs unit and were asked "if I gave you $20,000 to do x event in x state, what are you bringing back and how does it support the division?" It seems easy at surface level, but digging into it a little more I found it was quite difficult to come up with a justified answer. Any advice would be welcome. Thank you.

I have to ask, what would the task, purpose and mission be for this color guard?

When it comes to justification, keep the focus on justifying it for your means and not comparing to other units. You can start to run into trouble comparing to what other detachments are doing because it can come across as you minimizing their mission.

I served at 8th and I for the first few years I was in and we fell into a similar role. So the first thing to do is outline if this is just going into the budget or if it is being requested for a specific piece of equipment. For example if you mounted Color Guard you might need $20,000 for vehicle maintenance, trailers, feed, assorted harnesses leads, lines, uniform items, flags, poles and add anything else that it may cover. The services you provide range from Public Relations, community engagement, performance of ceremonies, raising morale in addition to supporting recruiting. It could also pose as a way to support horse adoption programs as the Marine Corps Mounted Color Guard. The biggest thing about justifying any budget is to break down everything it goes toward. Account for each cent and show that the money is being used as wisely as possible. Provide market place comparisons.
