How to do an intra-post transfer between Brigades?

The Army is spending a boatload of money to train me on a particular system. I'm not actually in the unit that owns it, OPCONed as a band-aid if you will. I'd like to 4187 over the the BDE TF that I'm being seconded to anyway. I have two actual questions?
1. What would an intrapost transfer between BDEs look like, or do I make it up? Especially who is in the "To" block HRC or MACOM?
2. Is it even possible given my time on station and situation? (see below)
There are some mitigating circumstances that should be mentioned:
I came to FT Hood in Feb 13 to a FORSCOM unit and was intrapost transferred to an INSCOM unit. (ASI stuff and things). So my last PCS officially is OCT 13.
The unit I want to transfer to and the unit I'm in are both INSCOM so I don't have to mess with MACOM transfer stuff like last time.
If I don't move the Army will be paying for a PCS to train me on another system and another PCS to a follow-on assignment; this has to happen at some point no matter what. If I intrapost it happens 24-36 months from now if I don't the time line is more like 9-16 months.
Hoping for some solid braintrust advise, thanks for your time.

CPT John Hermida gives the best advice. Talk to the BDE CSM that you are currently OPCON with, he can make the call to your actual BDE CSM to see if he is willing to let you go. May require a letter of release/acceptance from both parties. The G-1 should cut the IPT 4187. It really all depends on if your actual CSM is willing to release you so, you may want to talk to him/her in person.

Talk to the Command of the unit you are with. If they want you, they can make the request and the S1 channels can take care of the paperwork. The higher command or post personnel agency would do the actual 4187 for IPT.

Hey brother, let the branch manager earn his pay on this one. Trying to go from dead platform to dead platform is only going to delay your professional development in the new bright and shiny platform. With the amount of units we're standing up in rapid succession we need all the experienced NCO'S we can get, especially SSG'S.
