How should I determine the thru date on my NCOER for an overseas PCS?

I am PCSing overseas and I submitted my very first NCOER to HRC this past Nov of 2018. Since I am PCSing, I need to create a new NCOER for change of rater but I’m not sure what my thru date should be on the support form...? I was told to make my thru date the date where I begin my PCS leave.... is this accurate?

SGT (Join to see) you can out whatever you want on the support form. The rater will enter the through date when they create the NCOER

The S-1 should have the date for the thru date. But the support form doesn't really matter the Rater should be the one making the correct dates and if the date isn't correct S-1 will kick it back before it is submitted with the proper dates.

When are you supposed to clear? When are you supposed to report? Do you even qualify for a CoR NCOER? last, what do you mean by "I submitted" my NCOER? Only the senior rater can do that.

1SG, im supposed to be clearing now, my report date is March 20 and I go on leave feb 25.
I believe after March 1st I will qualify, 1SG. That’s when I will have reached the 90 day requirement. And I said I submitted But i meant it in general. It was submitted, 1SG.
