I know this probably isn't the right answer, but my feelings are; let 'em go and nail 'em in a drone strike!

More seriously, I'm not sure we can without infringing on citizen's civil liberties. An ounce of prevention is worth a pound of cure. But just as true, sometimes the cure is worse than the disease.

I also don't believe that poverty drives recruitment nearly as much as we are told, and as is mentioned in this article.

I think when you catch a potential ISIS recruit before he is able to enter the fight, you make an example of him and let the other potential recruits know "we" are watching and this (jail time) is what awaits them if they plan to join the ISIS cause.
