A National Guard Soldier and his cousin were just arrested and implicated in an ISIS inspired attack plot on military installations in the U.S. They planned to use military uniforms and weapons to stage the attack.

Facing a maximum of 15 years imprisonment and a max fine $250K seems a little light to me, especially for the 22 year old Soldier!

I caution against using the term "terrorism" (yet). Attacking a military installation (hard target) even by a terrorist organization, is not necessarily "terrorism," as a=opposed to an "act by terrorists."
This is more akin to a military operation 'as described.' We risk diluting the term when we call everything and anything terrorism. If the goal was to change policy through force by instilling fear/terror, then it is terrorism. If it was merely to strike a target without the intent of changing policy... then things get sketchier.
As for the perpetrators. This is why we must always be vigilant.

CPT (Join to see) This is NOT "workplace violence." It is a military operation occurring on US Soil. It meets all the criteria, as it is "state" sponsored, organized, planned, etc.

No, I was sarcastically referencing the attack on Fort Hood by MAJ Hassan where they considered it workplace violence as opposed to terrorism.

CPT (Join to see) his case is unusual. At first glance (before all the evidence came in), it did look like one of "workplace violence." As more evidence became available, that picture needed to be reassessed, and changed to the more appropriate designation.
