Has anyone submitted successful ETP for travel from Europe to CONUS and can assist?

Can someone assist with question about TDY en route from germany for a school starting in less than 6 weeks?
Situation: In Germany with fly date of 19 MAY to Fort Bliss with to set up family and quarantine for mandated 14 days. Then going TDY to Patrick AFB on 07 JUN for course. Does anyone have any idea how to submit ETP for travel without FRAGO or MFR stating that course is continuing. Currently institute and HQDA sates course is going on but having difficulty with proof other than what is posted on DEOMI website and ATRRS reservation. Shouldn't that be enough? HHG, Vehicle cant be shipped until ETP is done. Thanks.

Do you have a valid reason for an exception? If the course itself was mission-critical enough that a three-star was willing to approve an exception, then the overarching commander could have approved it. So, since the course is a mission-critical enough, you will have to show extreme personal hardship. I believe travel for PCS requires a four star Commander approval. There are a lot of people attempting to submit exceptions just because they want to move. You need to show how your situation is exceptional enough that a three or four star commander is willing to grant it. Across the board, from what I've seen, all routine requests are getting denied.

Tried for mission essential and it was returned because EOA can be extended at location. Keep getting told that course is still on but can't get documentation to go along with ETP. I'm at an ASCC so i don't have issues getting the ETP signed but need other substantiating documents besides orders, emails and website saying its still happening.

SFC (Join to see) how far are you having to take these ETP's up for signature? Mine go up to a two star and she is usually always tracking all of the latest news.
