In addition to the advice given by MSgt (Join to see) and Maj Kim Patterson, she should check with her State's Veteran Affairs office to see if she's eligible for State or Federal programs for the surviving spouse of a veteran.
For example, if she isn't receiving it already, she's likely eligible for Aid and Attendance benefits because of her husband's wartime service. If he passed away for a service-connected illness or injury, she might be eligible for VA Dependency and Indemnity Compensation.
Again, contact her State's Veteran Affairs office as they would be the ones to have the comprehensive state/federal program knowledge.
