Are the Reserves really hurting that bad for 03's that they are fast-tracking LTs to Captain?

See the image attached, Table 2-1 on PG 12 of AR 135-155 (Army National Guard and Reserve Promotion of Commissioned Officers and Warrant Officers).
Essentially that's what's happening right? Are the Reserves and National Guard really hurting that bad for 03's?
MILPER MESSAGE 23-074, FISCAL YEAR 2023 (FY23) RESERVE COMPONENT (RC), CAPTAIN (CPT), ARMY PROMOTION LIST (APL), ARMY NATIONAL GUARD OF THE UNITED STATES (ARNGUS), ARMY RESERVE ACTIVE GUARD RESERVE (AR AGR), AND ARMY RESERVE NON-ACTIVE GUARD RESERVE (AR NON-AGR), COMPETITIVE CATEGORIES, PROMOTION SELECTION BOARD (PSB) ZONES OF CONSIDERATION, ISSUED: [3/2/2023 5:53:50 PM]. The mandatory Department of the Army (DA) promotion selection board will convene on or about 25 Apr 23, to consider eligible APL 1LTs on the Reserve Active Status List (RASL) for promotion to CPT. The board will recess on or about 5 May 23.

That's a regular promotion board announcement. There's nothing indicating any form of timeline acceleration.

Looking at the zones of consideration for non AGR reserve component officer (1 SEP 18 thru 31 AUG 19 for ARNG and 1 DEC 19 thru 31 MAY 21), the board will look 1LT ARNG officers with roughly 3 years 8 months thru 4 years 8 months TIG and 1LT USAR officers between 2 years and 3 years 5 months.
The FY22 CPT board had an eligibility window for 1 SEP 17 thru 31 AUG 18 for ARNG and 1 SEP 18 thru 30 NOV 19 for USAR. That is roughly 3 years 8 months thru 4 years 8 months for ARNG and 2 years 5 months thru 3 years 8 months for USAR.
For FY21 it was the same zones as the FY22 board for ARNG and USAR officers.
So, compared to last years board, there is no change for ARNG officers and a SLIGHT reduction for USAR officers. So TECHNICALLY you could say that HRC if 'fast tracking' USAR promotions because the eligibility zone was reduced FOR THIS YEAR'S BOARD by five months.
However, I am unaware of any broad policy shift and there's been no change in the regulation (which only stipulates that you must have a two year TIG as 1LT to be promoted to CPT)
[ BTW, yes, USAR officers have a reduced TIG than ARNG officers ... HRC sets the promotion eligibility zones based on the needs of the component (COMPO 3 [USAR] in this case)]

I see what your saying sir, but another way of putting it is that we have reduced the TIG requirement by 20% and the the time in service by 10%. It seems a significant enough shift in comparing year to year. Is this just a standard ebb and flow?

I wasn't aware of any TIS change. It has changed over time, but not in the last year and the minimums are governed by regulation (just like TIG) which is still four years for a 1LT promotion to CPT.
The last changes to officer promotions I was aware of was the 'opt-in' for early promotion consideration (O3+) back in 2020 and the changes in FEDREC for ARNG officers, but nothing about speeding up the TIG requirements for promotion.
Looking at FY20 and FY19 board announcements, they were the same as the FY21 and FY22 zones.
While it is possible that there is a new decrease, HRC always states that the zones of consideration are based on the needs of the officer ranks. The more likely answer is that they expanded the zone of consideration because they needed more CPTs in COMPO 2 than what they project they would have coming out of a board if the zone was not expanded.
Absent any announcement otherwise, I would view this as a one-off unless next years board shows different.

I don't see anything here that says they are considering anyone outside the Zone. It clearly states eligible. That's not a very hard standard, a degree, a Basic Course, 4 years time in service and 2 years
time in grade.
time in grade.
