Eliminate The Specialist Rank And Make Soldiers Compete For Corporal

The Army should eliminate Specialist as a rank altogether, and end the automatic advancement to the fourth pay grade. E-4 should be converted to Corporal only, and require that Privates First Class compete for promotion to CPL in a manner similar to the semi-centralized promotion system for SGT/SSG.
Instead of having an Army-wide cut-off system for promotion to CPL, these young PFCs can get a taste of the semi-centralized promotion system by competing for CPL against each other at battalion-level boards. The brigade-level element would then be responsible for publishing a list of those who have been selected for promotion to CPL. Those PFCs who don't make the cut, don't get promoted and they'll have to keep working at it until they are able to get on the promotion list.
