EFMP Dependent/Spouse illness, would a Compassionate Reassignment be in our future?

My wife (who lives with me and is enrolled in EFMP) has a long standing heart condition and a mild to severe pulmonary insufficiency.
She suffered a heart attack 6 weeks ago, she was treated and released, as a result, now she has even more trouble walking or even going up/down stairs just to get in/out of the house or any facility with steps.

We PCS'ed to Fort Carson in January of this year, and her condition has declined sharply since.

In all honesty, the elevation of Fort Carson was not something we considered/pondered when we made the decision to request it last year.

Now, in retrospect, it was a mistake. While the Army Hospital is taking care of the basics (and I mean basic stuff), every time she has had to go to the ER for one reason or another related to her ailments, they either send her to a civilian hospital or flat out tell her to drive herself directly there/wait for the civilian hospital ambulance (which is more than 30 minutes from where we live)

So it has come to considering a request for compassionate reassignment to any post that is NOT at 5500 ft. ASL.

AR 600-8-11 is vague when it comes to a family member living WITH the soldier having medical issues that could be alleviated by being elsewhere.

Thoughts, suggestions, ideas?
