There are Civil Service personnel who have never been in the military but yet ask for military discounts, is the deception?

It's up to the business to decide who they give discounts to. CAC/PIV cards for Civil Service personnel look close enough to a military ID that most employees at these establishments probably can't tell the difference.

I've been offered or just given the 'military' discount at some stores simply because a sharp eyed cashier recognized the DA Civilian CAC card barely visible in my wallet (there is about a 1/2 inch showing because the wallet has slots for cards). At least one of those stores, I was authorized the same discount as a veteran anyway.

Personally I'll take any discount that is offered or advertised, but I don't go around asking for discounts, and I'm absolutely disgusted by the people who go around demanding a discount and waste everyone's time arguing with a clerk about how they "deserve" a discount in a store that doesn't give discounts or that has a particular program that the person isn't using.
