Depends on what form Federal involvement takes. I'm not sure what can be legally done without the Governor's request. Remember Katrina, one major issue was no request from Governor Blanco, until it was at crisis stage.

I think the Feds should hold the local government responsible for correcting and improving the conditions, lowering the deaths and getting gang members off the streets.
Withhold federal funds until crime related deaths are reduced XX %
Withhold federal funds until violent crime other than causing death is reduced XX %
Appoint a special prosecutor to investigate local leaders and governments role (or lack there of) in reducing crime.

I agree SGM the only thing that could possibly happen is the governor call out national guard and declare marshal law, but that is a temporary solution, not a happy one at that, withholding funds may actually weaken the local law enforcement, we need to go after those in power who buck the system and refuse to enforce the laws, take away monies for infrastructure, welfare benefits, anything that benefits those that are in power, except for law enforcement they are the first line fighters, go after the social benefits before the civil law enforcement, just my thought

The biggest problem here is ensuring you do not violate the Posse Comitatus Act. Normally this is done by the GOV. declaring marshal law and sending in the National Guard. Since the mayor is a useless POS and the GOV is just as useless. Then President Trump has to have his Justice Dept tread carefully before removing both for dereliction of duty, in failure to keep the Public Trust and to ensure the Peace. Trump needs to work with The Pastor first, and let him act as a mediator between the Gangs that trust him and the Law Enforcement that is not crooked or on Ram Emmanuel's payroll. Even in the worst Police departments there will shine some Good Cops, so in Chicago, The Force I am sure over all is good, maybe it is the fact that they are hindered by a trash administration , the same was that our Military was hindered by a trash administration. The R.O.E. need to be changed for Chicago and in the sand box. Since I do not know what they are in Chicago, I will defer that to the Pastor and The President to sort that out. as for the Sand Box, where the old ROE under Obama was Kiss their asses and let them go to, so they can try and kill you some other day, the new one should be, Kill the bastards even if the slightest doubt is there, Shoot first question later because they probably have 20 pounds of C-4 packed under their burqa. That way you do not have to spend money on transporting them back to GITMO.

The Obama Justice Department intervened in Albuquerque NM and dozens of other city's. So, why shouldn't Trumps Justice Department intervene in Chicago?

SFC Stephen King I believe that police forces and communities should be provided the assistance they need to make cities and towns as safe as we can make them. Chicago might be a good place to start.

The entire administration of Chicago is corrupt and has been for about 100 years and they have stated that they don't want the feds in their city. As cold as it sounds most of those shootings are scum killing other scum so the more the better.
