With all of the advancements in technology, could a war that develops be considered "cold"?

I don’t think it ever ended. Maybe a lull in action, but still continuing.

I think that we could have designated the present as a cold type war already. Really, the cold war was defined by the tension between two nations, the U.S. and Russia, who both had the ability to launch weapons of mass destruction if the correct set of circumstances were to arise. I think that we have already been dealing with a similar situation with N. Korea and we can probably add some of the middle east, most notably Syria, to that situation as well (although there is no evidence of Nuclear weapons at this time, I am almost even more inclined to be worried about the pain and suffering that chemical and biological weapons can create over the quick destruction of nuclear weapons). I think that until we are able to reign in many of these extremist nations that we will remain in a semi-cold war state.

The one thing I would add to your statement is that in the U.S.A. U.S.S.R cold war, both sides used proxies to draw blood, expand their sphere of influence, check geo-political advances, and to avoid direct confrontation.
I think we are there with Russia and Iran together. The proxies are various factions in the Middle East. Of importance in my commentary Modern Russia is not the same as the Soviet Bloc.
I think we are there with a stateless, radical arm of Sunni Islamists.
I think were are there with now stateless holdovers from various Soviet Bloc Marxists movements, and their US citizen Marxist/anti-capitalist devotees who are in seen in the furthest extremes of American Academia, The Scientific Community, and the "green" movement.
