The Chairman

Trey Gowdy of South Carolina

An experienced federal prosecutor before being elected to Congress in 2010, Mr. Gowdy has dominated the special select committee he was chosen to lead by Speaker John A. Boehner. The chairman has repeatedly vowed to run an unbiased, nonpartisan inquiry and let the facts lead the way. But Mr. Gowdy is known as an infighter. He knocked off a friend and fellow Republican, Representative Bob Inglis, in the Tea Party wave of 2010, after his conservative district in South Carolina’s Upstate region turned against Mr. Inglis’s bipartisan overtures. And while he has publicly said that he has not steered the committee toward Mrs. Clinton’s emails, he has been criticized by Democrats and some Republicans for orchestrating a campaign in the news media to hound her.

Do you know which Members to watch tomorrow on Benghazi Congressional Committee?

The Leader of the Defense

Elijah E. Cummings of Maryland

As the ranking the Democrat on the House Committee on Oversight and Government Reform, Mr. Cummings has clashed fiercely with prosecutorial Republicans ever since they took control of the House. He has defended the Obama administration over the “Fast and Furious” gun-trafficking investigation; against charges that the Internal Revenue Service improperly targeted conservative groups; and over the attack in Benghazi. At one point in 2014, Darrell Issa, who was then the chairman of the oversight committee, drew his fingers across his throat and had Mr. Cummings’s microphone turned off, eliciting an outcry from Democrats and an eventual apology. Mr. Cummings had worked closely with Mr. Gowdy on that committee and was named the chief Democrat on the Benghazi panel in the hope that he could keep the chairman on track.
