I know you're supposed to get recertified annually but if you don't, do you lose your promotion points?

SPC (Join to see), I'll respond to your question but I will defer to the knowledge of a senior NCO should they respond and correct anything I say below.

Yes, CLS certifications do expire but your promotion points for SGT/E5 do not go away if you are not recertified as a CLS every 12 months. BL: you attain promotion points for completing the course. The ATRRS CLS is a one-time course and as long as you were awarded course credit in ATRRS your OMPF will reflect course completion IAW AR 600–8–104. Moreover, ATRRS and your OPMF are not updated when you recertify as a CLS or when you don't recertify. This is all managed at the unit level where CLS recertification is performed IAW AR 350-1, and different types of units have different thresholds for the minimum percentage of CLS they require. So, you may or may not be recertified based on your unit requirements or current situation, but your record of CLS course completion (a one-time task) still stands, as do your promotion points. Note: you also keep your promotion points even if you completed CLS via the Army's Correspondance Course Program)--it all falls under Army Education.

SPC (Join to see), The Combat Lifesaver Course falls under the Military Education section of AR 600-8-19 that indicates you will receive 8 promotion points for completing the course.

That being said, if you had a locally trained course and received a DA Form 87 Certificate of Training, S1 can no longer use that as a source document to input military training into IPPSA. Promotion points are automatically calculated based on informational data contained in your personnel and training (ATRRS) files. If you took the resident course from ATTRS or the ACCP course, it should already appear in your ERB and be calculated normally.
