If it states in Appendix E that it will not be added to EMILPO, you only have proof through the memorandum for wear on your IPERMS. Is it technically not authorized for wear on your DA Photo? Just looking for clarification.

I have looked and look at how to wear this thing and this is the conclusion I have come to:

The award that is given is considered a "Cross" or "Medal".

g. Foreign decorations. Personnel who are specifically authorized by law to accept decorations from foreign governments may wear them in the order of their receipt after all U.S. decorations, the Good Conduct Medal, campaign and
service medals, and service and training ribbons. (See AR 600–8–22 for application procedures to request authorization to
accept and wear foreign decorations.) Personnel may not wear any foreign decorations on the uniform unless at least one
U.S. decoration or service medal is worn at the same time. Personnel will not wear foreign awards that do not conform to
the standard U.S.-sized ribbon bar or medal.

For those that were awarded the Holland 4 Days Cross Marches Nijmegen Ribbon. They have a regular sized one now for your ribbon rack.

I read that as well. However, it only states "Note 1." for the bottom two awards.

Netherlands Medal of Merit in Gold
Holland Four Day Event Cross
Royal Dutch National Pentathlon Cross See note 1.
Netherlands League for Physical Cultures Medal See note 1.

All the reg states is:
E. Official records. Foreign decorations listed in appendix E are not annotated in an individual’s DA Form 4037 or ERB or entered on the DD Form 214. The approved memorandum for acceptance and wear of foreign decorations endorsed by the first general officer in the chain of command or HRC, ADB to include a copy of the certificate and its supporting documents will be entered in the AMHRR of the recipient.

Does that change anything? or is it still "If not on your ERB then don't wear it" apply still. Even if you have the Authorization to wear.

Still doing that, but it appears it is authorized by:
9–27. Foreign decorations
a. Eligibility requirements. Individual foreign decorations may be accepted if awarded in recognition of meeting the criteria, as established by the foreign government concerned, for the specific award. Only those decorations that are awarded in recognition of military activities and by the military department of the host country are authorized for
acceptance and permanent wear. Individual decorations that do not meet these criteria may be authorized for accept-
ance but not for wear and will not be entered in the AMHRR of the recipient. Of particular importance are the criteria
established by the military department of the host country; for example, if a particular decoration is authorized for
award only to enlisted personnel of host country then the decoration may be accepted and worn by U.S. Army enlisted
personnel.

This appears to support a yes, but with regard to DA Photo, I defer to someone with more current info, and not researching via phone.

Unfortunately, the best source for information about foreign military awards is not the version of AR 600-8-22 posted to the Army Publication Directorate. Nor even the url listed in that same regulation. As of today (20190310), the most authoritative source of information is here on The Adjutant General Directorate's portion of the HRC portal: https://www.hrc.army.mil/content/Foreign%20Award%20Info

Not all of the links on that page work either, but it does include updated Appendices D and E, updated as of 27 February 2019. Based on the layout of Appendix E, and the lack of any restriction next to it, I would be comfortable wearing the Holland Four Day March Ribbon as long as it had been awarded in accordance with the instructions for awarding a foreign decorations in Chapter 9 of AR 600-8-22.

AR 640-30 covers DA Photographs. And while it warns that the sample images in it are not to be used as guidance for how to wear the uniform (it defers to AR 670-1), at least one of the sample Soldiers does appear to be wearing a foreign decoration. Also, the word 'foreign' does not yield any search results and based on a quick scan of the text, it doesn't seem to specify anything restricting the wear of authorized foreign decorations.

AR 670-1 also does not specify any restrictions for official photographs (to include DA photos). In DA Pam 670-1, there are several items listed as not authorized for official photographs:
1) Infantry shoulder cord - 19-30.a(2)
2) Temporary unit awards - 20-5.b, 20-10.c, and Table 20-1
3) Gold Star lapel button - 20-6.c
4) Next of kin lapel button - 20-6.d
5) Temporary badges - 20-17.b

I couldn't find any sources that indicated a reason not to wear a permanently-awarded foreign decoration authorized for wear on the uniform, for a DA photo.

In a DA photo you wear "all permanent awards".
That is any award recognized by the Army.
Not every foreign award makes it onto an ERB, the ERB is just a "Brief", it's right there in the name.
Every permanent award in your AMHRR (iPERMS) is a permanent award that should be in your DA photo.
If you have the cert signed by the host nation and the memo approved by HRC in your iPERMS, then it goes on your rack for the DA Photo.
