Currently my friend is trying to join the military and she went the MEPS for physicals.
She didn't understand a section of the test in Visual/Vision and asked the tester who was in charge of the Visual/Vision tests.
He didn't explain it well to her, but instead the tester did something to her test and made her failed in the Depth Perception area.
My friend was really frustrated because it wasn't her fault, but the tester literally f'd up her test. So now she can't choose the MOS that she wanted to due to this issue.

The senior commander(according to her) of the MEPS told her that they cannot change nor let her re-take the test because its already on the system and can't be changed.
Now, they are recommending her to take the Depth Perception Test from the outside doctor/optometry to provide the official document and result that proves she does not have any problem in that section.

With this test result from the outside doctor prove her innocence on her vision and update the Visual/Vision section of her medical system and allow her to be elligible for that certain MOS?

To answer your question, the referral by MEPS to an outside doctor will be used in determining if her eyesight falls within normal parameters...or close enough to.

Now, on to the other matter at hand. The fact that you and your friend are accusing a MEPS personnel of altering the test without actual physical proof is no bueno. The issue that you are a 3rd party telling us this means that it is hearsay. Either way, if someone were so inclined, y'all could be nailed for slander/libel. Unless there is concrete evidence the tester messed with the test, there is no way to prove it. Burden of proof will fall onto your friend.

It's sad that there is no certain way to actually physically prove that it happened, but when I ask my friend to tell me "Exactly" everything that happened, she literally said that, she did not understand the question of depth perception area and asked the tester to help her, and tester came and clicked something and the result popped out saying she failed the depth perception area in visual when she did not even answer the question...
I'm guessing that the tester misunderstood her as "She doesn't know how to answer the question because she lacks depth perception area on her vision", when in fact, my friend did not understand the question and meant to ask to clarify the question so she could answer...

SPC (Join to see) sounds like a case of misunderstanding and miscommunication. Either way, she will get a consult. The results of said consult will then be given to MEPS. If the consult shows favorably, then she's good.

why would the tester "do something" to her test? what, exactly, did the tester do?

I asked her if she actually did anything wrong to the test or done anything to it.
She told me that, she litearlly just asked her about depth perception area in which how she should answer the question, because she did not understand the question.
Then the tester clicked some stuffs on the computer and the results came out right away saying she has failed the depth perception test.

She told me that was literally what happened. She said she didn't press or clicked anything on the computer because she did not know how to answer the question (did not understand the question), and thats what the tester did.

She told the the NCO and officer in the meps that this is what happened, but all that came back to her was that there is no way to change the system since it has been input already.

WHAT!!! Anything in the military can be waived or reassessed. She needs to get it in writing that the MEPS will accept the civilian test. Also, why doesn't MEPS send her to a consultant for the test on their dime? Also #2, she needs to gather he paperwork and see a Congressional Representative.
