I recently PCS'd to Fort Hood. This is my first duty station as I was prior reserves. I was initial told that I could take Permissive TDY for 10 days to return home and move my family and good down. Now I am being told that I have to request a 4 day pass to do the move? Any advice is appreciated.

Normally permissive TDY is approved by your previous unit, not the gaining one. It's usually provided for in the remarks block of your PCS leave form with dates for travel, leave, and permissive TDY. If it was not approved before departing your previous unit, you're basically at the mercy of your new unit. Also needs to be approved by a LTC or higher.
Edit: To address original question under permissive TDY, it really doesn't matter where you go. It is intended for house hunting, but no one is checking up on you.

Unless the regulation has changed, PTDY can only be “approved” by the gaining command.

LTC Stephan Porter I've used PTDY twice in the past 3 years, previous to that I was denied permissive TDY by gaining unit because it wasn't done in the manner I described above.

Permissive TDY is like leave. You should be able to go and get your family during that time.
Talk to your PL and, if necessary, your 1SG and then CO. This should be an easy resolution.

The bottom line for travel restrictions is this: the Army does not have a mileage restriction on the distance a Soldier may travel, but individual Fort Hood units most likely have published leave and pass policies and/or standard operating procedures that address the issue. Prior to making arrangements for travel, Soldiers should consult their unit for published guidance that establishes a mileage restriction for travel.
Most Fort Hood units require Soldiers who intend to travel outside of the mileage restriction to submit a DA Form 31, Request and Authority for Leave (Mileage Pass), to their chain of command for approval prior to departure for travel. Usually this is done in case something happens a car breaks down or any other unforeseeable incidents

This is accurate. As far as I know it also includes a vehicle inspection prior to any leave or pass.

MSG Johnathan Mathes - I had to do this when I was stationed at Fort Campbell when I went to visit my family up in Maryland. I also had to submit a POV inspection sheet which was the usual procedure during 4-day weekends.
